DCR says:

26 x 1 3/8 is an old fashioned size. You are unlikely to find it on any current models of bicycles apart from period style bicycle like the classic Pashleys, spares are difficult to source. It was a popular size years ago on ‘sit up and beg’ style bicycles. It rolls better than smaller wheels, without having the full size of 700c or 27 x 1 1/4 or similar. Also, because it would hold a wider tyre, the actual difference is size between this and 700c for example is barely perceptible.

I would recommend building this rim up with washers. It will help to build into a stronger, more stable wheel. The rim would complement a Sturmey Archer if you were looking to restore a classic bicycle. 26 x 1 3/8 tyres can also be supplied if necessary.
